
Arnold takes MVD helm in Vicksburg
In a formal change of command ceremony Sept. 12, Maj. Gen. Phillip R. Anderson transferred command of the Mississippi Valley Division to Brig. Gen. Edwin J. Arnold, Jr. ••Anderson, MVD commander and president of the Mississippi River Commission since July 1997, was transferred to Atlanta to serve as Commander of the South Atlantic Division.
•Arnold had been commander of the the Corps’ Southwestern Division in Dallas.
• In addition to serving as MVD commander, Arnold is president-designee of the Mississippi River Commission, the agency that oversees the comprehensive Mississippi River and Tributaries flood control and navigation project as well as Corps activities along the entire Mississippi River.
•Arnold was born in Bay City, Texas. He received his bachelor’s degree in geology from the University of Texas and was commissioned a second lieutenant in the Corps. He returned to the University of Texas in 1976 to obtain a master’s degree in civil engineering.
•His military education includes a master’s of military science and arts degree from the School of Advanced Military Studies and the U.S. Army War College.
•Before commanding the Southwestern Division, he was deputy commander/assistant commandant at the U.S. Army Engineer Center and Fort Leonard Wood/U.S. Army Engineer School in Missouri.•He also served as the director of Battle Lab Support for the Army Engineer School and the TRADOC Program Integration Officer for Terrain Data, also at Fort Leonard Wood.
Arnold’s awards include the Legion of Merit with two Oak Leaf Clusters, Meritorious Service Medal, Army Commendation Medal with Oak Leaf Cluster, the Army Achievement Medal and the German Cross of Honor in Silver.
